Well, at moderate rpm's it just doesn't matter-both systems push the valves just fine. Only engine size and intake/exhaust details matter at moderate rpm. Correlating torque with valve system is a red herring.
As for complexity, my C900 with two valves per cylinder had a single overhead cam with no levers whatsoever. The cam lobes pushed directly on a follower sitting on the valve and springs. Simpler than the pushrod design. It didn't need adjustment for 125K miles, and even then the dealer was reluctant because things weren't quite out of spec'.
Modern Saabs use two cams directly operating on hydraulic self-adjusting followers again with no levers. While the chain path is somewhat longer, I would argue this is still simpler and more reliable than pushrod systems that include a chain, cam, hydraulic followers, pushrods, and levers.
At higher rpm, overhead cam simply wins.
