And too a large extent you're correct about comingled gasoline. Non-private pipelines set minimum specs on the gasolines they allow to be shipped. RVP and octane are the two most recognized examples, but other . However, there are some instances where the gasoline is not fungible (read: commingled). Amoco markets a very low sulfur premium gasoline in some marketplaces where they can maintain control of the supply chain. Chevron in CA has their own proprietary pipelines shipping gasoline to their own proprietary terminals (though they also use public pipelines at other terminal in the state).

Not all refiners will spec their gasoline consistently or tight enough (per ASTM 4814) for many majors to be willing to use. There are also refineries which produce severe gasolines (primarily Texas and east)that have the potential to create more engine deposits (primarily in the intake system, not the combustion chamber) or emissions (e.g. high sulfur).

You're correct about giving away octane, no refiner wants to do that. They want 93 octane at the pump to be exactly 93, otherwise they've spent more to make a gasoline better than they needed to.

Refiners typically make their finished base (pre-additive) gasoline by mixing gasoline components together to create the "recipe" they're seeking. They mix it into a big batch tank (80,000 barrels range), then sample the final soup for octane (yes, using the industry standard old fashioned single cylinder engine and adjusting compression until they make it knock). This is typically not done "on line", but rather by taking discrete samples of the particular blend stock or final base gasoline.
