Dave, I think you're right, we're probably boring folks, but here goes...
I should have phrased that I was unaware of a way to perform on-line octane analysis of blend streams, I thought it was all discrete samples pulled and octane engine tested. Data from these tests certainly could be input into a feedback loop controller for process stream adjustments. Processing and blending both make heavy use of computer algorithms with both discrete (i.e. hand-input) and automatic data inputs (no way could you make California gasoline without it!).
ASTM 4818 includes octane and RVP, but also washed gums, oxidation stability, water tolerance, sulfur, etc. And correct, fungible pipelines set minimums for octane, but (I don't think) maximums.
Now if Chevron only owned a winery in Napa Valley, that tank of their finest would take on a whole different meaning!
