To allow the transmission to be mounted both directly under the engine and in front of the drive axels as well. The over/under arrangement would mean a vertical chain or shaft setup. Saab probably wanted to use a fairly standard transmission design, so the output would have to have been to the rear. So: chains to the front, and let the people curse at the alternator bolt.
