If I read it right, you have it now (or when you wrote it?) I don't know if returning it is as easy if there were a couple of failures. The seller's probably in the driver's seat in terms of how to resolve this, so I'd talk to them. CC companies have reneged on stated lines in the past (happened to me twice -- it's a 'product enhancement procedure' for them) so it's not such a farfetched excuse to give.
If they'll keep the $400 and let your return it, I'd take that deal and consider it a sign. I'm not trying to totally begrudge you the choice, but you need some bucks in reserve to keep a Range Rover running. A friend of mine went through that for 18 months before he gave up on it - it wasn't even an air-suspension model.
