Here in Canada we have chapters of the Royal Astronomical Society of Canada in every major city. Even here in Winnipeg they have half a dozen loaner scopes available to members. So for $50 a year I get an observer's handbook, two bimonthly magazines, a monthly chapter newletter, access to a professionally equipped observatory with 14" scope, and all the training I can stand. Don't know what access you would have in less fortunate areas of the world.
If you must buy - Basic rule: if the telescope advertises magnification on the box ( eg. "up to 675x!!" ) it's junk, don't bother. If you can't find the object with the naked eye, it will be harder to find it with the scope.
I use binoculars 90% of the time. Sometimes I mount them on a photo tripod. Had a good view of Comet Machholz the other night.
