Sorry Finch, that really does stink. I assume you took a number of pictures of the whole scene (preferably with a newspaper in them for date reference) and filed a police report? Anyways, the owner of the building COULD indeed be liable to you simply as a landowner (if the lot you were parked on was his land) or he could be on the hook to indemnify the cell tower folks - that depends on the terms of the lease (IE, some part of your building fails, and our tower causes damage, you pay us for what we had to pay out). Finally, I dont know where you are, or what your city clerk's office is like, but deeds are generally publicly accessible. You could pull the deed of the apartment building and see if an easement was granted to build the tower project (maybe a 35% chance) - the easement deed would certainly identify another party to investigate.
