It is probable that the general contractor doing the work is liable. Most of their contracts make them responsible for any damage done by their forces on the site. Since this is cellular, normally the contracts are very specific and require the contractor to carry insurance. Theoretically, your building owner probably also has insurance, so you might be able to go that route as well.
You can get the name of the contractor through the building department records. If they don't cooperate, get the name of the project manager for the cellular company and talk to him (if not, talk to their public relations person). Also try and find out who the contractor insurance company is to see if you can't make a claim. Unfortunately, these are typically huge organizations that have multiple contracts which get confusing as to who is responsible for these kinds of events and getting resolution requires jumping around from department to department. They will all point their fingers at each other as to who is responsible: file a claim against a insurance company (even your own), and they will track it down.
