While the code is not open the software sort of is.
http://www.emachineshop.com/ lets you DL software and design parts, then submit them for quotes or production.
There are similar things for design of printed circuit boards where you get free design tools and they send completed boards. You might even find a service that populates the CBs to your specs.
This does bring some design and manufacture too the individual or small oranizations. The prices might be a bit higher, but compared to floor space, materials, chemicals, personnel and wages etc, this could just be what an endeavour requires.
