renters/landlord rights and responsibilities?
Here's my deal. One of the window cranks is not working right. I notified the apartment manager about it. Told him that since the building is on a hill (great view by the way . . .) windy days or a strong breeze makes the window flap back and forth. From a safety standpoint, I have that window shut right now. The manager said that item is a wear/tear so I am responsible to replace it. Then, he made an analogy of a burnt light bulb and a broken toilet seat and asked me who ought to replace those items. Feeling a bit punchy, I countered by asking him who would fix a clogged bathtub or kitchen sink.
The window crank is about $15 to replace so cost is not an issue for me; in fact, I can do it. However, I am interested to find out where I can get info on stuff that the landlord is accountable versus what is expected from a renter. Does anybody know where I ought to start the research? Compared to the other places that I have rented, the landlord/management, here, is a bit gun-shy on expenses. Yep, it takes a while to get something done. I would like to be sufficiently armed and versed so that I don't get these analogies for requesting a work order. I live near downtown Los Angeles, CA, if that helps.
