Well; ya; um...
There is a fair bit of truth in what you say and yet I find it as stated unsatisfactory at the same time.
Yes creating environments that encourage and shape appropriate behavior and discourage the inappropriate is desirable. It is unfortunate that this process often hasn't been sufficiently completed during childhood when it actually has the best chance to succeed at creating individuals of good character. It is true we do need to understand how the environment (and other factors) influence and shape behavior and to apply these where appropriate. This is the only hope we have to resolve many of the problems we face. So talking reasonable steps does make sense but this should never be an excuse to blame the victim of a crime.
As a society it is appropriate that we define certain behavior as simply unacceptable and it is perfectly reasonable that we hold those who transgress responsible. This is despite the fact that I believe no one is ever ulitimately truely responsible for their behavior. Who we are and what we do is determined by a complex set of factors that is set in motion with our conception and continues throughout our lives. However, I do not accept that this should lead to the conclusion that we excuse one's actions and cess to hold them accountable for their behavior. In fact holding people accountable is often one of those determining factors of behavior and in cases where it is appropriate to isolate them from the larger society the ability to act on temptation is certainly controlled.
And what is temptation? Just about anything can be a temptation. It is not possible to control all that may be found tempting. Especially since what is a temptation to one may be a deterrent to another. For some high levels of security may be a challenge and for others a deterrent. What attracts someone to target and victimize one person maybe very different than what attracts another.
