The piece on the video works for a slalom like they do in the video, or even a 90 degree turn on the street, although in the vid his hands are and 10 and 2 which limits wheel rotation to less than 180 degrees.
I have my hands at 9 and 3, or as close to that as I can get. That gives me 180 degrees of wheel rotation which is enough for most 90 street corners. Is is somewhat speed dependent. For a sharper turn I turn the wheel (90 degrees) so my hand comes to the bottom of the wheel, where my other hand meets it and takes the wheel and continues to turn it. This is called shuffle steering and is nice because you basically always have two hands on the wheel. The only time I do the common hand-over-hand style is in a parking lot where it is easier and quicker at low speeds.
It takes a while to develop the feel for it. Some people don't like it-- my wife and daughter can't get used to it. There's no right or wrong, but for most day to day manuevers cross-over with some shuffle steer works well for me.
