When it wasn't yet apparent that e-v-e-r-y competitive company had to offer an SUV, they were thinking they could keep the BMW brand pure, maintain their car-only, RWD-only status -keeping rabid BMW lovers happy. Yet, Rover helped BMW cover markets they in which they were not present, such as the slightly premium mass market, that Rover cars played in and premium SUV category.
I think it became obvious they were loosing sales, since BMW customers weren't shopping Land Rover due to insurmountable quality issues, plus warranty costs were astronomical.. so they started developing the 5-series based crossover. That's probably when MINI began its first re-birth. Not so sure.
The Rover purchase was loosing so much money, that BMW started development to be competitive in all the [Rover group] markets with vehicles like the X5, X3 and 1-Series.
Didn't the Rover car group sell for one £?
As for Jaguar, I think it's WAY more doomed that Saab. They're a brand that only appeals to their current customer. Saab has a broader market appeal by leagues. The only thing Jag has in its pocket is the advancement they made using aluminum body structure. Cool, good for mpg, but not so effecient. Plus, when they were a younger brand in the 60's they were revered as somewhat avantgarde and sporty. Now they're just British Buicks without the reliability.
