In most states, anyone who observes someone committing a crime may "arrest" that person. These days I am sure you'd be setting yourself up for a lawsuit from the perp, but it's still legal as far as I know.
Likewise, anyone can swear out a ticket who sees you violate a law. It's had for them to get it to stick without some evidence, but it's legal in most states. You have ot go to court, appear before a judge or clerk, swear out the ticket, etc - but it is doable. You don't have to be a cop to do it.
A friend of mine got a ticket that a Judge swore out. Judges have no more arrest powers than you or me and don't carry a badge. The judge was just acting as any citizen can.
