Insurance Rate Hike

The saga of my totaled 9-3 continues... today I got the bill in the mail for my insurance renewal. Was $590/6mo. New = $1415/6mo. Ouch.
Without revisiting the whole story, the accident involved a large piece of debris in the roadway. When I swerved to avoid the debris, I lost control of the car, and many spins later, hit another vehicle. The police report found me 100% at fault, and despite appeal on account of the debris, will not be changed.
My Allstate agent advised me to expect a rate hike of 400-800/year for 3 years. She says they're bound to go by the police report, and therefore can make no concessions on fault. That was painful enough, but now I get a bill and see that it's actually +1600/yr! I did a couple quick online quotes at esurance and progressive, and got similar numbers.
Can anyone offer perspective on whether this is a typical rate hike in this situation? I'm an unmarried male, 28yo in southern Cal. Pristine driving record (not even a parking ticket) up until this incident. Maybe I'm off, but this seems insane.
