This is actually a good, useful law. (I just looked it up, online.) However, it might not apply to Saabs until 2013.
It requires vehicle manufacturers to provide the information to a registered locksmith that will allow the locksmith to produce a replace key or functionally similar device that will allow someone to enter, start and operate the vehicle.
In the case of manufacturers that does not provide for replacement keys (or functionally similar devices) by anyone other than itself (BMW? Mercedes?) then the manufacturer must provide a 24-hour telephone number where a replacement key can be requested. That replacement must be sent via overnight delivery. This provision expires in 2013.
This law does not apply to a manufacturer's vehicle line if less than 2,500 vehicles of that line were sold in California in the prior year.

SO, does anyone know how many Saabs are sold in California in a year?
