I'm not sure exactly what you're looking for in a PC, but building your own is fun (if you like projects involving stuff like this) and can get you as good or better quality for the same or less money. One thing, though, is to remember that building your own "comes with" no software, so figure that into the costs... But on to the question you asked. Also, there is no warranty with build your own, except on a part by part basis, you deal with the manufacturer directly.
I have, currently, several Dells, and have owned many over the years. I currently own an Inspiron notebook (5150) that is decent but not great quality. I have three XPS machines (1 x 400, 2 x 410) and a Dimension 8400, and just sent 2 Dimension 8400s back to be recycled. I don't have any experience with the Inspiron desktops, but one thing to remember is that they are the budget line for Dell. If you're looking for quality, stick to the XPS line. As for that line, the quality is pretty good. Not the best, but definitely decent. I have had the on-site service on one of my XPS machines (related to the TV tuner) and the service was good, within a couple of days. If having someone service any hardware issues for you is important, than that can be a plus to buying from a system vendor. Other than the TV tuner issue, the only other issue I have seen with the XPS systems has been bad memory, but it was memory I purchased myself from some other place, not from Dell.
I also just installed an XPS 420 at my SO's parents' house, looked like a decent machine to me, though I don't see the necessity of the little screen that's on top of the systems now, other than to make them look cool. But for around $1000 - $1200 for a quad core system, they seem like a pretty good deal to me, considering the SW, warrantly, etc.
