The only problem with the "rules" is the idea that filling the tank is a true measure of gas consumed. Different pumps shut off at different times, and I am unwilling to fill to overflowing because of potential damage to the charcoal canister. On my 2002 SE, with Stage 1 performance enhancement, my gas figures are as follows (using the computer):
70 mph 29.8
65 mph 31.4
60 mph 33.4
I haven't had the patience to drive at slower speeds.
All of these speeds are corrected. For instance, because my tires are worn I have to drive at an indicated 74 mph to be actually traveling at 70. The radio is off (no antenna drag) and the A/C is always on. These measurements have been made in Florida (very flat). Surprisingly I get virtually identical results in the summer and the winter.
By the way, these figures are marginally better than the ones I used to get prior to installing the Stage 1.
