The D40 can be had for under $500 and throw in a 55-200mm lens for another $250. While cheap, it's pretty long in the tooth at 6.1MP with no live view, no body image stabilization and no auto-exposure bracketing.
If you want video as part of a DSLR it will eliminate about 95% of your choices since only a handful of the newest models accommodate video. Get yourself a $99 flip video and you'll be better off.
I'm an Olympus fan which uses the 4/3 lens system. You get a smaller camera body and shorter/lighter/cheaper lenses. Most models also have in-body image stabilization vs. having it in the lens which also means lighter/less expensive lenses. It's great for macro shooting since the depth of field is so much greater but probably not the right camera for portraits. Give the E510 or E520 a look - they're both out there for less than $500.
