circumstantial and can be based on local knowledge. And it depends on how one does it. When there's a long, mostly stopped line of cars and some yahoo comes charging up on one side and forces his way in, I think he's being a jerk.

OTOH, when you have a line of steadily moving traffic with decent spacing and someone moves up and gently merges in that's a different thing. I do this if it seems that it won't be obnoxious, but otherwise just get in line. It depends on the situation.

Then there's local habits. I was in Oregon, heading south out of Portland on I-5 a few weeks back in medium traffic. There were signs about construction 3 or so miles ahead and that the road would go to 1 lane on the left. Almost immediately, all the Oregon drivers pulled into the left lane, resulting in a conga line with speeds ranging from 5-25 mph with random sitting and waiting. The right lane remained empty. What's up with this?

Maybe I was being rude, but I understand time-speed-distance, so I went to the right lane and drove almost all the way down to the merge, eased into the long, well-spaced queue and went through the construction area at 30 mph with the rest of the cars. I somehow don't see anything wrong with that. As an aside, I noticed that Oregon drivers stick very closely to speed limits. 5 mph over seems to be going fast for them. Maybe they are just really law-biding.
