Yep, I know what you mean, as there are some areas like that around here too. Not too many anymore, as most of the congest ones have expanded to a bajillion lanes, and construction means all but 2-4 are closed each way. Still bad traffic though, so that never changes.
So on the 3 lanes > 1 lane problem, there is only so much flow the one lane can take before it backs up into the merge zone. In rush hours (and even not), this is almost always the case. If the work zone is 1 lane at 45mph, there's no way it can handle an influs of 3 planes often at 75mph. To keep a similar following distance, the three lanes need to travel each at 15mph coming in (I'm using mph and cars/hr interchangeably, which is a gross oversimplification). The jam will grow until cars stop feeding in, and will slowly dissipate.
I drive smoothly to try and minimize the jam. No sudden starts or braking. By resisting the stop and go (yes, a few will cut in front, but does not affect your trip time more than a few seconds- not worth it) I drive at an average speed, and usually have a space in front of me that people can merge into without slowing down. No brakes for them, no brakes for me. We may be merging at 10mph, but better than a gust up to 30, and slam on the brakes because people cut in front of you.
It's hard to keep up if you're in a hurry, but I do my best to make sure I'm not hurried.
Reading Traffic really affirmed some of my own musings on the subject, and corrected others. That, and the traffic waves website made me a much calmer and better driver (and I'm in my 20s).
