Cooper Tire has a good recommendation.
1. Minimize heat, light, and ozone. Ozone can be from electric motors or maybe even a furnace.
2. Look at the tires, though looking is not enough.
3. There is no set expiration date.
4. Follow car company's advice (Ford and Chrysler is 6 years or rather Ford's lawyers say 6 years).
5. Since there is no expiration date, an industry agreed date is 10 years (so don't use tires more than 10 years old).
So with the 13 year old tires, I'd ask myself if it's only for 1 year. Why not get new tires? Has the conditions been perfect over the past 13 years?
In terms of the 6 year date, Ford looked at the data and saw that there is a very, very low rate at 5 years and it increases every year from that. So their lawyers picked 6 years. I have heard of 8 year old tires failing. My own recommendation is 8 years if fairly well stored. 10 years if very well stored. Consider keeping tires in a cool, dark, dry place and in a bag.
