A few years back I attended a meeting of the New Jersey BMW Club (yes I once owned a 3 series) and the guest speaker was a New Jersey State Trooper. He discussed speed traps and ticketing. He said that what they consider to be the threshold of when to pull someone over for speeding was if you were more than 10 miles per hour over the speed limit. Also, lane changes without using directional signals will get you pulled over in NJ in an absolute heartbeat.
