Blaming the anti-seize (or even partly blaming) is absurd. If you couldn't remove the bolts with a 5 foot extension and jumping on the end of it, that means they were either seized (unlikely with the anti-seize on there), or they were torqued to about 1000 ft-lb. Basically what they are saying is that they use the binding of the threads as a torque limiting method. Pure incompetence.
