I've used a lot of pumps over the past few years for my koi pond. I've seen one guy use a utility pump in his koi pond for a skimmer, but I don't think he ran it 24/7. Utility pumps I think generally are designed to not last as long and they are more inefficient/use more electricity. Some of the submersible pumps that are designed to be used in pond have special seals so they don't let oil into the water which could kill the fish. Some pumps like the mag-drive type don't have any oil at all, which makes them really safe. Anyways, if you don't have any fish then the utility pump would probably work fine. Don't be surprised though if it doesn't last like several years like the more expensive ones might. If you want it to last longer, just make sure it never runs dry or gets sand/mud in it. Those will kill even a good pump pretty fast. I think the main reason the pond type cost more is they use less electricity.
Currently I'm running two pumps, one for my skimmer and one for the stream/waterfall. One is a 7200gph Sequence and the other a 5100gph Pondmaster Hy-Drive.
