No one here would be able to sort it out in an understandable way for all makes, models, years and car modules in a reasonable time.
Every car maker have their own proprietary language and procedures.
If an old car, you can't do much at all. Some cars you can pull out the chip inside ECU and replace it with another. Some you update by writing hardcodes to the memory. Some you change the software using the specific scantool. Some you hook up the car to the internet using their special scan tool and download the software to load to car.
In some cases you use regular PC with special car specific programs loaded to and subscribe to that cars online services. Other cases you use a special manufactured scan tool that only work on that brand.
The real deal factory scantool start at around $3000.00 up to about 60000.00-80000.00 for some car brands. And then it is subscription fees on top of that for many of them.
Some modules are a one shot deal so you can only program them ones, others can be reprogrammed for another car.
The list goes on and on and on with no end in site since it only gets more complicated for every year.
If you ask about a specific year, brand, model and module. We might be able to answer more specifically.
