I'd say you have two option, get something durable and plan on having it last, or get something first cheap and plan on replacing it in a couple years.
For the first route, I have a Mac Powerbook G4, which has been rock solid, as has every Mac I've owner, and a company-issued ThinkPad T61. It's had a hard disk failure which I wan't thrilled about, but my company experiments with computer brands every few years and the Thinkpads always stay. God the thing is ugly though, and it's sure not going to impress many girls on campus - better make sure he at least has a iphone if you go that option :) I wouldn't hesitate to go refurbished with either of these. Another advantage of the Mac if he's not into computers is that the software is much less likely to give him problems.
If he's likely to break it, lose it, or have it stolen anyway, a lot of the cheapo $400 Bet Buy computers have suprisingly good specs, especially if you find a good one on sale, but definitely think of it as a "dissposible" computer.
