A lot of this talk from Waggoner is likely to be aspirational. I think GM is as concerned about someone else assuming all the liabilities associated with Saab Automobile as they are looking for cash.
Way I see it, the US gov't is not the only sovereign with a stake in the continuing vitality of Saab cars/GM europe/GM as a whole. So, nevermind what certain EU rules may or may not seem to block. These european governments will be willing to make loans as well, I bet. At some point the need for cash (loans) will be more important than product or marque interplay.
Cause ain't nobody selling enough cars/making enough money just right now. Not even Porsche.

Oh, wasn't part of the reason Volvo had to back out of acquisition of Scania a horizontal intergration/"antitrust" problem?
Although the concept galls me, it is possible Volvo and Saab could be merged in some fashion. Yecch!
