The prevailing philosophy was that the best tires should always be on the front to preserve steering at that end in preference to the rear having more traction. That is, the front would remain planted, while the rear might come loose. This is especially true with FWD where the wheels that steer are the wheels that power you. Sounds like your tire man agrees.
In the last few years, some people have become the fond of espousing the opposite on the theory that most drivers can handle understeer (when the front breaks loose) better than oversteer (when the rear breaks loose). I don't agree with it - once you lose the front, it doesn't much matter what the back is doing... you can't control where the car is going. Remember, we're talking average drivers here... not skilled drivers who actually understand any of this.
As fo your tires... I've always found that tires is NOT the place to economize. They are your one and only connection to the road.
