Probably the latter, unfortunately. Dealers are probably scared of having cars they won't be able to get rid of.
I was at a local Saab dealer recently joking with one of their staff, saying that I had my eye on a new 2011 carbon grey 9-5 sitting on their lot. (He knows I normally buy Saabs that are VERY used, like the 290,000 mile '97 9000 I recently purchased.) I told him that next time maybe I'll buy something a little newer so as to spend less time under the hood, so maybe 5 years or so down the road I might consider buying "that one" when it is traded in.
His response was that car would probably still be sitting there, unsold, in 5 years time, and would probably wind up on the back lot as a company beater or broken up for parts. It is probably this kind of concern that is driving the deep discounts. (The car is still there, and at a nearly $13,000 off list before haggling it is still way too rich for my blood.)
