If you're unhappy with the at-fault party's insurance company's offer, what's preventing you from filing a claim on your own insurance?
Sure, the other driver is the responsible party. To recover, you would have to file suit against him, and he in turn would have to join his insurance company as an indispensable party. But are you really going to go to this much effort for $900? If you believe your property (be it a car or anything else) is worth more than a standard book value, then it is your responsibility to insure it for stated value or be prepared for loss, disappointment, and litigation.
USAA doesn't have any special incentive to please you--you aren't their customer. Pursue a favorable claim from your own insurance company (who should have an interest in pleasing you) and they will go after the other party's insurance through subrogation if they agree the other party is at fault.
