Well, GM had a big hand in it. The biggest reasons the 9-5 didn't sell well had to do with negative public perception of Saab's future and the cash-flow problem that caused the production halts (which led to further erosion of public confidence). GM's role in all this is manifold. When they owned Saab, they ran it poorly. Then after fleecing all the intellectual property from Saab, they tried as hard as they could to shutter the brand, dismissing many offers to buy it and instead forcing a sale to a company they MUST have known would not able to make it work. In fact, it appeared that they hand picked the absolute least financially viable solution. After all, what's even better than directly shutting it down? Making some quick cash, and setting it adrift on a leaky boat. The latest round had them vetoing every deal that might allow the brand to continue. Is there any deal they would have approved? Impossible to say, but it seems unlikely. They are not blameless.
I can't really boycott GM over all this, because I was never in a million years going to by a GM product anyway. They stole billions of dollars from us peons and got away with it, and if that wasn't enough to turn me off, they produce completely unappealing cars.
