I was thinking about things like the communications bus. I recall Mulally was frustrated when he first arrived at Ford because they could offer MySync on a Focus but not on a Volvo because the communications networks were entirely different.
Figure about 1/3 each for comm, OBD, and controls on a typical automotive controller. Drawing a line between Mulally's reported reaction and the complexity of getting the network right may not have been perfectly accurate, but it still seems reasonable.
Regardless, the big reason is that there was a LOT more money in 2007 than there was in 2009 - and much less aversion to risk.
I am puzzled by some other comments about how post-bankruptcy GM should make decisions based on things other than their bottom line since they got a bail-out. It seems a little like advising a man recovering from the flu to get his head wet and stand in the wind since after all, he used a doctor once. Difficult position for me to understand, but it's a big world I guess.
