Why is he not going to replace it for free? He sold you the part (and I presume marked up the price from wholesale to retail), and he installed it less than 60 days ago - does he not guarantee his work and the parts that he sells and installs? Part of why mechanics mark up the price of parts that they install is to cover their butts in case of defects; after losing money a few times on low grade parts, reasonable mechanics start using top-tier parts, typically the manufacturer's or suitable OEM part, instead of gambling with the potential for re-doing a job - you are seeing the result of this first hand. Also note that it is entirely possible that the pump was fine and his work is defective, i.e. the pump gasket was installed incorrectly or some other issue.
OK, I am not there and do not know the entire story, but this mechanic sounds like a complete piece of work and is not doing you any favors, reduced price of otherwise. I hope that you paid for the first job with a credit card because I would challenge the charge - you did not get the satisfactory repair you paid for the first time, and there is no reason for you to pay any part of this the second time. A call to the Better Business Bureau may also be in order in case they decide to be difficult about this.
