The Luxury of the Volt is the "notion" that a marketing campaign by the government causes an item to have value beyond it's price. If you are the ideal user, basically get by every day with less than 35 miles a day use you are essentially free of the purchase of gasoline, but only about 1 gallon per day.
Assuming a fixed ,non rising price for electricity, that might mean you save $2.50 per day at current prices. If we see gas at $6.00 per gallon then $4.50 a day, but no more. Now let's see us poor taxpayers are now being asked to raise the direct subsidy to $10,000 on your potential Volt. Now let us also add that a large portion of the cost of gasoline is in road taxes, which in theory help provide that roads you drive on. However since you are not buying the gas we taxpayers again subsidize your car.
And finally , the great luxury of the replacement of the battery. That issue is nicely addressed by GM by giving a 8 year 100,000 mile warranty. However the replacement cost of the battery is $8,000.
