I'm guessing you're referring to a 1.5 ton or 18,000 BTUh unit, new condensing unit, new indoor coil (evaporator), reusing existing refrigerant lineset.
First thing, the fact that your existing furnace is a Goodman has NOTHING to do with the A/C choice. The evaporator coil does need to be sized properly with the cooling airflow and the physical constraints of the discharge plenum. Hopefully your existing has a coil case, makes things cleaner, but many coils are installed directly in the supply duct.
Did the old unit finally fail, or did the compressor go catastrophic?
If the later, certainly replace (or install new if existing didn't include one) the filter dryer. If the former, it's still recommended.
In Minneapolis, you have harder time getting payback for the higher SEER's, but 13 is low by any (current) standard. Besides saving electricity, the higher ones are going to be quieter and probably last longer.
The price seems reasonable, certainly with current market conditions.

don't let any salesman talk you into larger units than what you already had, unless it had problems keeping things comfortable. This is one case where larger is not only NOT better, but often times worse. If a salesman tries to take you down that path, look for a different salesman.
