Her way is also consistent with the houses I have rented in the past, start with a full tank provided by the prior tennant, leave a full tank when you move out. If she moved in the day it was filled, then the plan she proposed is equitable. You are footing the bill up front, but you will get it back eventually. If she moved in prior to the fill up, say two weeks ago and you have been burning oil each day, then the plan you propose is the proper way to do it.
At least you are discussing it with the tennant up front. In the end it has not been too cold in CT yet so you shouldn't have been consuming that much oil, so even if she moved in a few weeks back it may be best to just eat the small dollar cost as the cost of having a good housemate. I would be more concerned that she left a security deposit covers at least half a tank in case things go sour and the roomate leaves on bad terms, i.e. leaves early and stiffs you for the last month's utilities.
