As the Water freezes, and the sugar gets more and more concentrated and stays unfrozen, the drips and exterior of the icicle are sweeter than the pure sap.
Its not necessarily that the Sugar maples have more sugar than soft maple wooded trees, but rather the other components in soft maples are not as desirable, and are found at lower concentrations in sugar maple.
Nice picture...I love hunting for these icicles in Late March in New England (sugar maples of course).
