I agree, contis don't sound oem for a 1998 rav4 + they would be 15 years old which is insane. But it is possible they are still pretty old depending when the first set came off. You can find out by looking at the date code on the tire sidewall.
Even Conti Procontacts are rated as M+S, and they in no way are a winter tire. Real snows will have a mountain snowflake symbol (all of them have this).
Hydroplaning is a higher speed phenomenon. If you have 1/4" (6mm) of tread, then the depth is probably not an issue, but if the tires are old and rock hard, that could explain some of the grip issues starting/stopping on wet pavement. I would check the age, and check for spiderline cracks if they are over 6 years.
