Is that your total gas bill or just the charge for gas you actually used ? I don't use much gas in the summer but with all the charges the utility gets to pass along - interstate pipeline cost, gas adjustment surcharge, cost to keep the homeless warm, heal the sick, raise the dead and so on the static portion of the bill is about $15 a month.
Although laws have tried to open utilities to more competition in most areas they still very much have a monopoly. In Boulder CO there is a movement for the city to create it's own utility - buying the existing infrastructure from Excel Engery - not so much because of rates but because Boulder doesn't like that a good portion of Excel's electricity comes from some big coal burning plants,
