I got a different read on that article than you did - I got the impression that by migrating the shadow copy settings using the migration tool you'd be able to "regain access" to vss data restored via an imaging tool. Microsoft doesn't make such a tool, but it seems you'd be able to use shadowprotect (or whatever) to image the old server drive, restore to the new server, then migrate the settings and everything would be back to normal. There'd be some gotchas depending on the specific nature of your volumes, but I think it should work. AFAIK the vss catalogs are stored in the filesystem, so as long as the settings are the same Windows should be able to recover them on a new server/volume.
I don't believe Microsoft would force abandoning important vss data. That guide specifically says these two items are supported in a migration:
* File server data and file shares are located on the server disk (direct-attached storage) that is preserving data and files shares permissions
* Shadow Copies of Shared Folders
I think that post you read was accurate - Microsoft does not make the disk imaging tool you'll need. That's 3rd party.

dude talks about migration vss data between two 2008R2 servers, so we know that data is transportable. The OP says it didn't work for him - but he is going from 2003 to 2008, which is specifically unsupported. You can move this data freely between 2008 and 2008 R2 (http://technet.microsoft.com/en-us/library/ee923636(v=ws.10).aspx or http://msdn.microsoft.com/en-us/library/windows/desktop/bb968832(v=vs.85).aspx), so I *gotta* believe you can also move it to 2012.
Also, I think the total lack of "ZOMG I LOST MY SHADOW COPIES!" in search results means that we're both WAY overthinking this. ;)
I'm sure my buddy's company has a 2012 server to test this on - I'll see if he can lend a hand.
