What he said can absolutely happen, especially in Chrysler vehicles. The issue is that generic readers scan multiple protocols and in doing so can sometimes erroneously communicate with the onboard computer or other devices on the CAN bus. By way of example. one of my OBDII devices immediately sets a "fuel pump circuit voltage high" code on my Jaguar XJR if it's plugged in when the car moves. It's a very weird phenomenon, but totally repeatable. The ISO 9141 protocol - which most Chrysler vehicles (and my Jag) use - is particularly tricky in this way. Same with the KWP2000 protocol. Maybe he was giving you a story, but it's well within the realm of possibility.
