I think you ought to call the Hertz place that gave you the car and inform a manager or supervisor (not the pretty face at the counter) that their tires are _dangerously_ overinflated. They probably have some pimply faced kid on minimum wage going around the lot with an air hose "checking the tires". He was probably never educated to the fact that he needs to use a gage. Just hypothesis, but not beyond the realm of possibility. I have heard of FAR worse acts of stupidity.
Really, they need to know - I am sure they don't want any law suits on their hands. The risk of explosion is, in my opinion, fairly small. The real problem is that the tire tread footprints are grossly distorted by that much overpressure. They are running on only a small portion of the center tread. The result (other than a rock-hard ride) is squirrelly handling and greatly reduced stopping ability, as well as horrible tire wear. All very bad news for the driver, and for Hertz.
