Do yourself a favor and cough up the money to get yourself a decent attorney. Yes, technically you can do virtually anything that the attorney can do. BUT, the attorney knows the court, knows the personnel, and knows the process. The attorney doesn't have any magic power, but overworked prosecutors, clerks and municipal judges are much more likely to be cooperative with someone with whom they've worked before. Your attorney may be able to get the ticket reduced to a non-moving violation (even with the rather high speed at issue here). It'll be expensive (usually about twice what the fine would have been plus court costs), but it ensures that the ticket stays off of your record and you don't risk the big hit in case you are convicted.
As for the time error, you have two problems. First, the time of the offense is not relevant to the offense itself. The state only has to prove that you were driving in excess of the posted speed limit. They don't have to prove when (and the only thing about "where" that is relevant is that you were within the court's jurisdiction) you were doing so. Second, the timestamp from the toll road is not admisible evidence in and of itself. It doesn't prove anything. As noted elsewhere on this board, those time stamps are not synchronized and you would have the burden of proving that the time stamp clock was correct on the date and time that it issued your receipt.
