Email is nice, as it gives you evidence of your conversation with them, so perhaps they do not want to email you. Give them a call and find out what's up if you are impatient.
We have bought at least a hundred things on ebay from a variety of people and had trouble with two sellers. I finally called him one up after he failed to ship me the product he sold or return my money. (He actualy sold it to someone else). I called him up and identified myself and said, "What do I have to do? Is the next step calling the police?" The next day, the money was in a fedex envelope for me. I gave him bad feedback once I got the money, and he gave me bad feedback in return. Ebay doesn't do anything about retaliatory feedback. The other trouble seller we ran into sold us a product that was different than what the description of the item said. In the auction title, it was an 80-port switch. When we got it, it was an empty chassis capable of 80 ports. After they wouldn't take it back, we contacted VISA, and sent VISA copies of our email back-and-forth with the seller, and VISA worked things out for us. This is why email can come in handy. Ask Visa what they can do. Vendors do not want you to get to this step, so tell the seller your intention of contacting VISA if you can't get it resolved. Visa might go up on their transaction rates if they have trouble with customers, and it would cost the seller dearly.
As for ebay, I would say less than 2 or 3 percent negative feedback are generally OK. I wouldn't buy used items that are subjectively tested (speaker sound quality), but other things that are easier to test or guaranteed not DOA or are returnable should be fine. If the items had been previously returned like in your case, it would seem there is a real risk in there actually being something wrong with them. I suppose some items could be flaky, and not work for the customer, get retested, and work for that time, and not work for the next customer. Because such thing are possible with complicated electronics, I would not buy things from someone selling returned goods.
