Besides calling the BBB, etc, write "PROVE THIS IN WRITING" on the invoice and send it back. Without proof they can't go after you (and of course, they have none). I doubt you'll hear from them again. If you hear from a collector, ask them the same thing, and they'll definitely never call back. With no documentation, the fee isn't defensible.
Legally, the paper dirctory is yours, if it's unsolicited you can do anything you want with it, no matter what any piece of paper sent with it says.
No matter what they may threaten, tell them "bring it on, just bring that piece of paper". Scammers *hate* it when you do that, because you've called their bluff. They're counting on you worrying about it, and you shouldn't.

PS - oh, if they ever call, maybe ask for their EIN, say you need it to process the payment...maybe they'd be dumb enough to give it and then the Atty Gen can go directly to work...
