Aftermarket convertors for most modern vehicles are cheaper for a reason.
There is not as much of the expensive stuff in them that makes them work. It has been learned the hard way by many shops that they don't function the same. This is particularly true on '96 and newer (OBDII) vehicles. The engine management system on these includes a catalyst monitor. The catalyst monitor figures out that the cat is not working correctly, meaning emissions are in excess of specifications, and turns on the Check Engine light--maybe very promptly, maybe after a year or so. In CA, aftermarket cats cannot be installed, by law, on '96-up vehicles unless they have passed testing by the state and are certified equivalent. Only last year did a couple of aftermarket mfrs get around to making certifiable cats for these cars. Sounds like your shop did the right thing, even in a state where aftermarket would be permitted.
It is critical that the cause of cat failure be identified and repaired. Cats do weaken with age but many are still doing fine at 200K and up. If you had a problem that damaged the cat, if unrepaired it will do the same to your new one whether Volvo or Cheapo. I expect your shop understands that and has investigated.
