There are different processes at work. The coating inside is good at keeping the heat from getting to the metal pipe. Once the pipe is hot, the coating is not so good at preventing it from radiating that heat, so the outside layer is more for corrosion protection and looks. Remember the coating is much thinner than the thinnest single coat of paint. If it's been applied correctly, it bonds with the metal, and won't "flake off" the way you might expect paint to.
