Dont think the Balance shafts really start working until about 2500k rpm + so very much doubt idle will be affected. For any race type application I'd get them out as it's a load of drag and momentum you could do without. Must be worth a good few BHP at 6krpm.
They are there to reduce vibration in a comfy car so for you, I can't think of a single reason to keep them.
