guages can read diferently
but on deceleration with the throttle closed you will produce the highest vacum mabey 24HG
my guage reads about 18in HG when idling
its hard to say if you can really tell if you have a vacum leak based on idle readings because they all read slightly diferent
but vacum is lower when the idle is higher like in warm up mode or as the throttle plate "dash pot" function lets the idle down slowly or mabey a tad higher reading as load is aplied like AC or charging demand rises as the IAC opens to maintain idle speed
I think you are Ok at 20HG
take care
